1) Are HIDs legal in Illinois? Some say all HIDs are legal but others say they're only legal if they were factory installed in your car
2) I have a night blindness condition that makes it a little more difficult for me to drive at night (I've been driving for 4 years now and I drive at night all the time with without any big issues) but having brighter lights would definitely make it more comfortable. So what should I get that will give me the brightest lights that won't get me pulled over and blind people. Would 6000K at 55W work? (I know most people say don't get the 55W and that the 35W is plenty, but keep in mind, I'm not the average person. I need all the aid I can get for my night driving)
3) I have a 2013 civic with stock headlights (so no projectors). Would getting HIDs work fine without projectors?
4) Would the 55W fry my stock wires?
5) would getting a relay harness prevent it?

First off, HID's should be legal in every state if and ONLY if you have HID projectors installed as well. If you replace halogen bulbs with HID bulbs and keep the stock housing, there will be no projected beam. The light will be scattered, inconsistent, and will blind oncoming drivers. Halogen projectors will not work either. The only way to do it right and actually get the most light output is a full light housing replacement to an HID projector housing and HID lights. Don't forget the ballasts either. Also, don't go above 6000k HID's. Anything above that and you are losing light output. The cheapest and best option would be to stick with halogens. There are some VERY bright halogens on the market that work great.
