You do not specify what you want the projector for (e,g, business, home theatre), what type of installation you intend (e.g. portable, dedicated HT, shelf mount, ceiling), and what type of viewing conditions you expect will apply (e.g. light controlled room, normal living room, rec room for sports). You also don't specify what criteria you would use to judge "best" (e.g. contrast ratio, brightness, sharpness, resolution, noise level, connector types, zoom ratio, lens shift capability) .... so it is difficult to be prescriptive.
For a list of recommended projectors --- all with strengths and weaknesses -- see the link below. I recommend considering YOUR needs/priorities, and selecting a projector from this list that best meets them in your price range. Links from each entry take you to a full review ... so plan on doing some reading. Another good site to consult is at the second link.
As a shortcut, the Optoma HD70 will probably stack up pretty well. It is the first 720p projector to drop under $1000 ... and is produced by a well respected manufacturer.
Hope this helps.

Best Possible Projector for PS3 under $1000?
I want the best possible projector with the highest resolution, costing under $1000. I would be using projector mainly for ps3 and my pc.

Get the Optoma HD20. A little hard to find right now, although Amazon seems to have it in stock with free shipping:
http://www.amazon.com/gp/product/B002G0CWSU
If resolution is less important to you than contrast, consider an Epson PowerLite Home Cinema 720:
